On December 31, 2021, the People's Government of Heilongjiang issued the "Implementation Plan for the Establishment and Improvement of a Green, Low-Carbon and Circular Development Economic System in Heilongjiang Province".
The program requires that by 2025, the proportion of green industries will be significantly increased, and the production system, circulation system, and consumption system of green, low-carbon and recycling development will be initially formed. Energy consumption per unit of GDP will fall by 15%, carbon dioxide emissions per unit of GDP will fall by 16%, the proportion of non-fossil energy consumption will be increased to about 15%, the proportion of non-fossil energy installed capacity will be more than 50%, and the proportion of good air quality days in prefecture-level cities will increase to 94%.
By 2035, the scale of green industry will reach a new level, a green production and lifestyle will be widely formed, carbon emissions will reach the peak and then decrease steadily, and a rich, strong, democratic, civilized, harmonious and beautiful modernized socialist new Longjiang will be built.
The program puts forward key tasks such as improving the production system for green, low-carbon and recycling development, improving the circulation system for green, low-carbon and recycling development, improving the consumption system for green, low-carbon and recycling development, establishing and improving the green infrastructure system, constructing a market-oriented green technological innovation system, and improving the policy guarantee system for green, low-carbon and recycling development.
Seven actions:
1. Green Manufacturing Demonstration Initiative
By 2025, the energy consumption of 10,000 yuan of industrial added value of regulated industrial enterprises will be reduced by about 10%. Create 20 green factories above the provincial level, 2 green industrial parks, 2 green design demonstration enterprises, and complete energy-saving renovation of 50 key energy-using units.
2. Action to improve the quality of emission permits
Complete the rate of quality audit of emission permits within 3 years*. Audit the quality of more than 5,000 emission permits for stationary sources of pollution and achieve full coverage of quality audits.
3. Cleaner production promotion actions
Implementing mandatory cleaner production audits. Solidly promote the supervision of cleaner production, and carry out cleaner production audits for enterprises with "double excess, double presence, and energy consumption exceeding the limit".
4. High-standard farmland construction action
By 2025, 41 million mu will be newly built and renovated, totaling 122 million mu. The quality of arable land will be improved by one grade, centralized and connected ditches will be realized, and drought and flood-proof harvests, high yields and stable production will be basically realized.
5. Straw comprehensive utilization action
By 2025, the comprehensive utilization rate of straw in the province will reach 95%. the implementation plan for the comprehensive utilization of straw in Heilongjiang Province will be formulated and implemented on an annual basis.
6. Action on comprehensive utilization of livestock and poultry waste
By 2025, the comprehensive utilization rate of livestock and poultry manure in the province will reach 85%. focusing on the reduction and production of livestock and poultry breeding waste, harmless treatment and resource utilization, the province will promote the comprehensive utilization of livestock and poultry breeding waste, and add 4.65 million tons of livestock and poultry manure treatment capacity.
7. Action for the protection and utilization of black land
By 2025, the demonstration area for the protection and utilization of black soil arable land will reach 100 million mu. A long-term mechanism for strengthening the protection of black soil will be established, so that black soil will not be reduced or degraded, and the sustainable use of black soil will be realized.
